When upgrading VNC remotely (via VNC) on a win32 box it’s important to not stop the currently running VNC service, even if the new service claims to be running (because it obviously couldn’t have bound to the port). It turns out that when you stop the older VNC service it kills off all current connections. Leaving you with a box over 2,000 miles away that you can’t connect too. Next time, just reboot the box.
